fusee no longer supports applying IPS patches to KIPs.
The only KIPs that are ever present are a) atmosphère modules, b) custom system modules, or c) FS.

Doesn't matter if you update first or last. When it comes to switch modding, firmware doesn't matter anymore (it only matters if you have a switch on firmware 4.0 or lower since you then can use the Pegascape exploit. But that got patched out. After 4.x)
If you use the deepsea aio, they have a payload that can fix quite a few things. Even "uninstalling" themes (I use "" because it's not un/installing anything. It's just copying files to the correct directory)
Yeah oblivionregin makes their codes on the actual hardware, the switch emulators (for one reason or another, im not sure) don't support all the code types that atmosphere uses. Eiffel2018 made some codes for yuzu/ryujinx but they're for 1.0.2
That's an old hekate_ipl.ini file. None of those options will work besides the one name fusee as long as you rename fusee.bin to fusee-primary.bin every time you update atmosphere. Fusee-primary.bin and fusee-secondary.bin haven't been used since before atmosphere 1.x
