Hacking H-encore bootstrap menu freezes

hello all ,
can you help me to solve te problem with h-encore,when I open h-encore it can not move up and down or anything as below video clip, even I can do it smoothly at the home screen,I have swap button config and also no working ,I hard reset vita but also not working then ,I don't know what is it problem ,thanks
my firmware is 3.73
