Hardware Can different carriers lock you out of developer features?

I was with Sprint before the T-Mobile buyout, and I always had a huge list of Bluetooth codecs I could choose from in the dev feature section. But now I switched to Verizon on the same phone model, and the codec list is not only less than half of what I used to have, but I no longer have access to my Dolby Atmos, among other codecs I used to have. These are listed, and locked. (I can't select any of them)

Is there any way to unlock these again without a jailbreak?
