I was thinking how does Mixeli record 3ds pokemon videos because compared to other youtubers mixeli's looks so good, it's pixelated but it's high quality , does anyone know what he does to make it so high quality

More than likely a 3DS with a capture card hardware mod. I think you can still buy them from Merki nowadays if you are interested.
If you want the best quality with upscaling, emulation is your best bet with Citra and a decent PC.
