need help to fix ds lite

on my nds lite it takes a long time to turn on, i mean it doesn't turn on when i use the power switch and after a while if the console is closed and i open it it turns on. the console charges perfectly fine and when it does turn on I can play games and it works fine, thats when it's on. anyone know whats wrong?

edit:
found that f2 fuse is a bit rusty, dont know how to fix, could that be the reason the console has trouble turning on? if so can i just resolder it or do i need to get a new fuse?
