Sadly I cannot help you much with this one, I only tested on the newest release of the Wii U (5.5.6U), and when I bought my Wii U back in 2015, it came with 5.5.0U, so I have no experience with 5.4.0 or earlier, but I have some theories of why...
Yeah, if you are using Aroma, this app should be somewhere on your apps screen, then just start it and press the right bumper of the GamePad when the menu loads, after that just select fw.img loader and download/update
If it works on Tiramisu but not on Aroma, it's probably because the 01_sigpatches.rpx is inside the Tiramisu modules folder but not the Aroma modules folder.

It's not an issue, Nintendo themselves removed from the vWii, but thankfully, if you have Homebrew, you can install the Wii's version of the Mii Channel, just follow this part of wii.hacks.guide. :)
