Possible causes: bad game dumps, yes also issues with SD, re-format and try again, or if you have USB HDD, try that on USB port 0 (the one next to the edge of the console when placing horizontal)
Thanks for the great guide! I finally made up my mind and successfully changed my Japanese 32GB Wii U to US region and get rid off the unrecognized UI completely!! And also thanks to some other users above who tried and errored before me, without their feedback I could not finish this...
Many boards exist, I can only tell one to be genuine is with Japanese characters 白/黒 for the sub-board:
They look like their Chinese counterparts but are unique and only used in Japanese.
Check this file on your SD with txt editor, like notepad++:
\apps\usbloader_gx\wiitdb.xml
Search for your game title, not ID, and then check if the ID matches the title.
For vWii, I can confirm that you can change the region and (most) UI to English by editing settings.txt. No idea but the Japanese vWii actually has a built-in English interface. Just edit it as follow and DO NOT touch MPCH and Serno:

That is not a good habit for especially wii with pre 40/60 boards. I have noticed similar reports on other forums.
For now maybe you need U4 (U9?) placed, soldering needed.
Or just buy a black one or any RVL-101 for 40/60 boards.
This is great cause another way for hacking the wii is always good.
But I do not understand the vWii part, that you need HBC to bypass the "Wiiconnect24" part, but since you have HBC already, why bother hacking it again? And for a unmodded vWii, where does the HBC come from? So this means...
AFAIK bluetooth and wifi module are all interchangeble.
Since it is a pre 40/60 board, high chance it is affected by overheating issue. Is wiiconnect24 enabled on standby? i.e. does the lamp turn yellow or red when you power it off?
What kind of file are we talking about? data.bin is compressed, place it on SD like:
\private\wii\title\GAME\data.bin
And play the corresponding game on Wii for once, let it creating save file on NAND, then use savegame GX manager to restore the save.
