Arm11 translation error when trying to boot cartridge game

I am currently trying to run my US copy of Puzzle and Dragons on my Japanese 3ds and when I try to boot it, I keep getting this Arm11 error saying its a data abort on "translation". My system is on the latest firmware and i have no idea how to fix this.
