I believe the translator gave up once the Switch version was announced. It's tedious work and very time consuming. I would also have loved to finish it on my 3DS...but the Switch release will have to do, unfortunately.

It's not over. About a week or two ago, they made an update letting people know that the project is still going, they just need a bit more translators since some of the original translators left.
