Hacking Why do checkpoint cheats not work on game card?

I'm trying to make Mario Kart 7 properly convert my CTGP 7 save data but it doesn't unlock any cups properly even though I have first place in the cups (in 150cc) so I've resorted to using cheats, but none of them load! I feel the issue may be because I'm using a game card because cheats work great on my digital games
I'm on Luna version 13.0.2 and checkpoint version 3.7.4 with my system being on version 11.17.0-50U (same version in which it was hacked)
