I came across this earlier today and simply put it is the one of the best rom hacking tools I have ever seen. My only problem is that it is in Chinese and my knowledge of techincal terms in Chinese is less than brilliant.
The source however has been released so if someone would like to help me translate I would be thrilled.
A rundown of some of the features:
tile viewer.
hex viewer: includes ability to view in all kinds of formats including shiftJIS, unicode and several of the big Chinese formats. Naturally for a tool of this calibre tbl files are supported.
disassembler: not tried the 64 version yet myself but ARM7 (thumb too) and ARM9 are present and pretty good (you can change address so as to influence relative commands)
DS wise it opens files in the filesystem as well as being able to parse and play SDAT and several other common formats.
Decompression (I have seen lz77 so far although I have not poked around it yet),
If you want to try it out ctrl and O is open a file, the icons on the left are self explanatory and there is enough English in pulldown and right click to get somewhere.
I will put some screens, a mirror and more discussion up later but for now.
