reinstall firmware update 9.00 on your console (the 480 Mb file) this doesn't delete anything on the PS4... also re-flash the exfathax on the pendrive with rufus. you can download the update from here...
I'm 100% sure, I got the ps4-updatelist.xml download link from sony's server. Also, two days ago I used the file to reinstall FW on my console.
I always prefer to download the file from the original source, also the download is faster than from slow mirrors 🤣🤣...

A quick solution that I can think of is to install the FW9.00 update from a pendrive in the recovery menu (the 480 Mb file) this will restore the system files that you may have corrupted and will not erase anything from the console. You can download the update file from here...
