Pretty sure it's a full on hardware fuse and not an e-fuse.

The last open source version is 1.25 (under GPLv3 too, so um, EZ-Flash pls hurry the f up), they took that and started adding 3 years worth of fixes.

It's specified as 32GB because that is what is "officially" supported by FAT32. You see other companies advertise it similarly.
