solved.
went into GM9, deleted the install data for the game that was causing the arm9 crash in the home screen.
re-installed same game, and no more arm9 crashes.
well i ap patched it anyways, because, reasons. :rofl2::rofl2:

i already said use the alternate arm7 patch for twilightmenu++ on 3ds. :wink:
make sure you use the alternate arm7 patch under 'Custom User's Patches' and apply it to a clean japanese rom, then you're good to go,
Maybe the SD card isnt good enough as stated in the OP, or it needs to be formatted to FAT32 64kb cluster if its at least 128gb and above.

i got it working on Twilightmenu++ v8.0.0 and nds_bootstrap v0.17.1 on luma 9.1 and 11.9u fw.
i took the clean Japanese ROM,
i then applied the alternative 'arm7' .xdelta patch with 'xdelta 1.1 GUI'
then i used 'DS-Scene ROM Tool v1215' to apply the AP-patch.
Works like a charm :)
