Korg DS-10 has a step sequencer. It's a limited (that's why there is the Plus version) but if you are willing to learn modular synthesis it's definitely fun. DSN-12 for the 3DS has more to offer.

From what I remember it's just a stand alone vst, I don't think it had a sequenceer tho I could be wrong. You would have to sync it with a midi daw to use it as an instrument for music creation as the actual synth itself was good but I don't...
