This is probably the only thing that will remain broken on a region changed 3DS: activating DLC. Many games need to connect to the eShop to enable DLC, even if you have already installed the DLC via FBI or hShop.

No, it's only a highly recommended addendum to a Luma3DS install, if one is going to play lots of out-of-region games.
Make sure you're using the latest superskater-hax exploit and the correct one for your region.
I narrowed the issue down to a slightly bad rsdk file. It was good enough for use on a PC with the original executable, but not good enough to work with the Wii executable DOL file.

It seems to be just with games that were originally distributed on the eShop, I have yet to find a retail card game that crashes on a region changed 3DS.
