I would like to know if it is possible to use a single external hard drive to play GameCube, Wii and Wii U games by partitioning it in 2: one in FAT32 and the other in a format for Wii U.

Not possible.
U can however use VC injection to put GC/Wii games on one partition together with WiiU games.
note not all GC/Wii titles are fully compatible with injection, and when using injection you cannot use some loader functions easily, like ocarina cheat codes and video output deflicker.

wii u wants to use the whole drive, you cant make it use just one partition while leaving fat32 untouched. it might be possible to patch it to only use one partition instead of the whole drive though (like the sd usb mod that lets you use one partition on SD, or that lets you mount slc as usb storage when using rednand)

I'd assume do the same thing as SDUSB, except instead of partitioning an SD card you partition the usb hard drive, and instead of wafel_sd_usb.ipx you use wafel_usb_partition.ipx

the readme on the github has information on how to use, anyway

Probably when it is finised and all the little problems are worked out.
But you would basically do the same as with SDUSB, the only difference is that you parttion the USB device instead of the SD card. Make sure it is MBR, not GPT, the FAT32 Partition should be the first partition and the one you want to use with the Wii U the physically last one. Of course backup your stuff before. If theplugin doesn't work for some reason, the whole disk will be formatted.
Also the FAT32 partiton on the HDD can't be used on the Wii U side right now, and I am not entirely sure if it will be possible or make sense to use it. It's like to require some update to Aroma to propery support it and even then Coldbooting Aroma might not work from the FAT32 partition

Master Boot Record, GUID Partition Table. These are two ways to "store" partition table layouts on a drive. When you create a partition table on a blank disk you'll generally be asked whether to make it MBR or GPT, if your partitioning utility supports it. The MiniTool Partition Wizard mentioned in SDUSB tutorial should allow choosing between MBR or GPT.

The tech isn't there for affordable power enough VR headsets at a good market value yet sadly, oculus had a good idea but didn't have enough funds for marketing iirc
