If I had a blu-ray burner I'd be a tester but alas I do not. I do have Durango ftp installed on retail mode on my Xbox one, not sure if that's of any help at all for poking around inside the system files.

I know Xbox One is hit or miss with PSP titles. Could be that it can't properly emulate the games you're trying to play. Have you managed to get any PSP titles to work at all? Also are you on Retail or dev mode?
Haxchi itself isn't region free. On the ote hand CBHC is but that's outdated and risky. Really not recommended. I would recommend the OP runs mocha from HBL before trying to launch the game. If that doesn't work, perhaps try launching the game with spiik if that's even possible with a WiiVC...
Syscheck is strictly for vWii. Afaik it doesn't have anything to do with WiiVC titles but I could be wrong. Since the game in question is listed as compatible, Im wondering if it's just a bad dump. I would try another copy of the game and see if that fixes the issue.
In theory, it could work for booting backups burnt to a disc but I don't believe anyone has managed to pull it off. As far as leading to an actual jailbreak of the console for homebrew outside of dev mode, it's not likely
Developer mode runs in a sandbox and doesn't have full access to the hardware. So there's no way unless someone figures out a way to escalate privileges and break out of said sandbox (not likely any time soon)
