Your TWL Nand seems very low on Memory....
Please delete some DSiWare to get free Space,you can´t install unlimited DSiWare...

Exactly as @Alexander1970 said you only have 6.3 mib left for DSIWare software and the game you are trying to install is 13.84 mib

Also for future reference reformatting your sd card was pointless as DSIWare is installed on the system not the sd card

It's not possible. On the other hand, since you have a modded system, you can use TWilightMenu++ to launch DSiWare games without the need of installing them, and you won't have to worry about storage space anymore..
