I've been searching everywhere for a save file that has roll and all her costumes for the USA version of the game. I've had no luck, and I'm wondering if there's a way to do it myself. I know I can't do it myself, due to being unable to access the DLC for the game. Is there any way?

There's not DLC in the sense of going on the store and buying anything but you had to connect online for Roll and the level builder packs to download, so that's probably what they meant. They aren't encrypted to your console or account though so any of the saves here will work.
