how to extract sprites from 3DS eshop game?

I want to extract images from a nintendo 3DS eshop game.
I did dump RomFS by Citra Nightly and I would need to convert the sprites file that contains the .ctex format to jpg.
It's a very abbreviated request. This is specifically the Fluidity Spin Cycle 3DS game. I don't know how to proceed, but there is nothing on the website about the .ctex format. I would appreciate any advice or help on how to decrypt this type of file and convert it to jpg or png format.
