Um, like half those cores already exist on Mister? We got 2600, Intellivision, Apple II GS and Mac Plus, Neo Geo, and 486 PC. I think even supergraf.
With how Playstation and Saturn are progressing, I think Jaguar is definitely possible, but unlikely due to low interest and knowledge base. The GPU chips are totally custom. Nothing else you listed that hasn't been done is remotely taxing on the hardware, just dev time.
