Patch to make the Namco Museum cartridge work on an Evercade VS and EXP system.

Additional information: This has been depreciated since Blaze has intentionally blocked it in Evercade VS firmware 2.1.0 and newer. It is also completely incompatible with [as well as unneeded on] Evercade EXP devices. There is even now an "Un-Fixer" tool for those who did this in the past to restore their carts back to stock since the block was put in place. I get that there could be edge cases where it is still useful.
