This is weird. I just got to soviet mission 3 w/o any problems. Are you sure that you're not loading old saves? Because they're usually broken between updates.
You can also try cleaning the game files by deleting old saves/configs (ux0:data/VanillaRA/vanilla). Or re-downloading all data...
OXCE performance during combat is quite better compared to OXC too, so unless you really prefer the "vanilla experience" of OXC, OXCE is the way to go.
All credits should go to the original author (alexbatalov). vitadb version was pretty outdated and I thought that it could use a version bump (since quite a lot of major bugs were fixed since last release)

Only cursor movement (it's visible now) and map scroll support has been added, but that's already making the game way more enjoyable on PSV.

It's probably still full of bugs, so don't be shy to report them. Either on my github, or on the page of the original project if they're reproducible on Windows/Linux builds too.
Moving shouldn't be affected by touchscreen. It should be playable w/o touchscreen altogether by turning on the cursor mode and moving it around, but it definitely won't be as comfortable.
I'm.. not really sure what are you're talking about. Are you playing it on Vita TV?
Unfortunately I can't help with any Vita TV related issues, since I only have the regular Vita and develop all of the stuff with it in mind.

It's not gimped. Maps and campaigns are the same as in HD edition on PC.
The only problem is that HD edition only includes original HoMM3 version (The Restoration of Erathia) w/o any add-ons that were released later (allegedly due to source code being lost back then).
Kinda the same as on Vita-sized phone. Screen is a bit too small for that kind of a game, but it was definitely playable. Might be hard for people with big fingers, but in general it was "alright" experience for me.
