EDM 033 boots but no video

Good evening, I've been stuck on a problem for a smidge now and not sure how to proceed..
Ps5 boots etc but just doesn't have any video .. put a new hdmi connector on and a new encoder.. and all the diode readings are good except
15- DDC clock - 671 - Iam getting 677
16- ddc data - 671 -iam getting 677
And hot plug (19) is 695 when should be 686..
Any ideas on what could cause this ? I have no knowledge of hdmi signals or EDM 033 board view to track where they go etc ..

Do you get 5v on pin 18?

Thank you for your response,
Will check the pin directly but pin 6 on i5jl is giving 5.1v when turned on and pin 4 has always 5.1even when standby.

I am using TPS2553DDBVR as reference.. I was informed that it's "the same"

Then you should be getting 5v on pin 18 since tps2553 outputs the 5v.

It could be a bad encoder. Have you tried safe mode?

I shall try safe mode later on .. do you know if there is anything in-between the traces of pin 18 and i5jl?

Iam leaning encoder aswell but I have found a few other issues on the board itself .. there is some 560 filtering caps on the board that seems to be shorted to ground??!!!! About 2.6 ohms resistance either side of the cap .. strange thing is it's on half the board both sides (of the cap) and still there with the caps removed.. I am wondering if it's super low impedance of the main chip and Iam just chasing ghosts now ...

.. as the thing boots which is the odd thing .. I think Iam to new at this lol. Still need to learn though

That is normal. If those lines are actually short you won't be able to boot to a white light. You should focus on the hdmi circuit. There is a 100nf cap on pin 18 and a zener diode. Please post all 19 pins diode reading (red probe on ground) from the hdmi port, use a hdmi breakout board if available.
