turns out two things were stopping me,
1. if you use the pacman available in the apt store the instructions work with dkp-pacman.
2. I tried to install it with a slow connection the first time round, it resulted with a broken installation, which in turn can't be fixed due to pacman complaining...

Turns out the option to boot through IPL has multiple selections so you can choose any of the 3 boot sounds, also the sound didn't work properly on the version I was using leading to the mute effect.
One of the latest updates allowed you to change the boot music in swiss if you told it to load the IPL on launch, but from what I can tell he never left any documentation on how you do that, so now my Swiss launch just silently boots which makes me sad. . -.
