    Alright seems like we are getting somewhere. So my vita is an import from Japan but my account is Canadian, I think it should be downloading the U.S. version. However my md5 checksum isn't matching with yours so maybe it's actually getting the JP one? Still doesn't explain why it's not working...

    Oh yea didn't think about the possibility of that not being allowed. I guess it is copyrighted content after all. Anyways I tried to turn off the antivirus and didn't help either. Also I did also download and install a net framework software.

    I changed the path to something else so now it's at P:\ATRACToolRelPortable\release-portable and I got the portable version as you can see but still getting the same error message. Check the screenshot I attached.
