Mario Maker and Paper Mario Color Splash Electronic Manual videos not loading

Refer to the title. Every time I try to view one of the videos in the manuals for those games, I always get the same "Error 112-2403/112-2600: Could not load the video. Refresh the page?" message. Is there something I need to install/uninstall in order to fix it?

Could be related to Ninty having shut down it’s Wii U services. Or are those videos on the disc itself?
