I would argue that there is still development, but likely behind closed-doors. There are still undisclosed/private exploits hold by some people in the community for various reasons. For example, to this day, there are still games that require a firmware higher than 9.00 being dumped, either disc-based or PSN-content and shared around. As far as I know, there are only 3 people that I see doing this, but i also notice that sometimes new names pop-up in some dumps. Other than game-dumping, TheFlow and FlatZ are still contributing to the scene. And I would like to stress that security researches are more likely to report the vulnerabilities/exploit to Sony for compensation than to share it to the scene, which is perfectly fine and reasonable. Also even after these researches report these bugs to Sony, it's up to Sony based on the NDA that they provide to the researcher if they can disclose or not the vulnerability (I think). For homebrew to raise again you also need to have toolchains aka, an SDK. The current maintained SDK is OpenOrbis which is still in beta with the latest tagged release being from 2021. It's still good enough to use and it provides documentation as well, but it hasn't hit a full release yet (no v1.0). There are so many factors to why the scene is so much different than it was with PS3 or older systems. Especially PS3, i think that system had more development out of spite of Sony removing promised features, which triggered every possible genius to go against Sony's claims of PS3 being "the most secure system". Also PS3 had a much more interesting architecture for the hobbyist at that time, who might have been more interested to do other stuff in the system than to game on it. But i think the modding/homebrew scene will raise again when the PS4 hits EoL support, which seems to be near. Similar to what happened to PS Vita when it was abandoned by Sony.
