It's an interesting a idea but we need to resolve the issue of User Level = XP as a currency as mentioned in another topic, first. I don't believe spending your XP should affect your ranking as a contributing member.

Two variables? XP total and XP current.

Simple gaming example:
New Super Mario Bros also keeps track of all the star coins. You can have zero star coins at hand (cannot buy opening a new path) but all collected coins count to 100% completion.
