Depending upon what goes if you want to do home made then you can make such a thing -- many older webcams have a infrared filter you can readily easily remove and possibly do a visual block (black bin bags are generally the first thing many note when they get an IR camera) and even augment with an IR lamp (use one with such gear and militaries note it as a big shoot me sign, hence passive and active).
