Need help connecting Wii U to internet so that I can format system

So I just bought a used Wii U and I'm having trouble getting it to connect to the internet. Both wi-fi and ethernet connections are giving me error messages. I've double checked and both the ethernet dongle and the connection work with both the Wii and Switch so I am confused about what the problem could possible be here.

When trying to connect to wi-fi it gives me Error Code 103-2002

When trying to connect with ethernet it gives me Error Code 103-2007

Hi, I know this is a bit late but i've found that using a PC hotspot appears to work wonders, set it to 2.4GHz and it connected straight away (after numerous hours trying all sorts of other methods)

Sadly this can be anything: Too new crypto, MAC filter, WiFi roaming or other incompatible extensions, ...

Seeing neither WiFi nor LAN worked I would expect some MAC filter or (hardware) firewall interrupting here.
