Hacking o3DS on 10.4 firmware. What are my options for cfw?

I have a friend who wants to get started with cfw on one of his old 3DSs. I have done it for o3ds 4.4 to rxtools a while ago and my 9.0 n3DS to Reinand, but I'm not sure what the situation is now for a 10.4 3ds. I'm sure I could help him through with whatever it is if someone pointed me in the right direction.

Downgrade to 9.2

After that you can install rxtools.https://gbatemp.net/threads/tutorial-installing-rxtools-custom-firmware-3ds-and-2ds.390867/
Also don't update it to 10.6 or he will have to pay for ninjhax or oothax because menuhax and browserhax have been patched on that version, there is a workaround to get browserhax working on 10.4 though.

You can also downgrade and install arm9loaderhax, if you so choose.

Check this guide out. It would downgrade your 3DS to 9.2, a version which supports CFW.
