Most people use Usagi.

You can create your themes with this application (Usagi 3DS Theme Editor):

The themes created with that app are ready to install using Howling Theme Tool (the app on this thread's OP) or Anemone3DS (https://github.com/astronautlevel2/Anemone3DS)

Ok to throw a spanner in the works whats the best app to use in Dec 2018 for adding a number of themes and have them shuffle, i have just tried ANEMONE and you can only seem to add up to 10 themes to shuffle and it seems to crash the app when i try and install 10 themes to shuffle. So is there a better app?

The shuffle limitation for the 3DS is 10 themes. Sorry, but I don't think that's expandable.

Anemone3DS shouldn't crash when installing themes. Make sure you have the latest version.

What did you use to install the CIA?

Big blue menu, since FBI can't install it..

I'm using it under Windows. As a workaround, I rotated all the icon.pngs the app generated, then created the CIA.

I tried that, and the icons are STILL upside-down. fml.

don't know what you mean by icons being upside down I installed some themes with this recently and the icons for them look ok to me they are not upside down I used Dev Menu to install them
