I did a quick search, and I didn't find a Captain Tsubasa (PS2) translation anywhere. Unfortunately, d3lt45 hasn't been active since 2019. There are other Captain Tsubasa games being translated by fans, so you may want to contact them to see if there's interest in the PS2 game.
