I like both of them but so far I've been enjoying Burnout Dominator the most so far. I have played a bit of Burnout Legends but I'm nearing the final stretch of 100%'ing Burnout Dominator.

I've enjoyed both equally, I started my burnout adventures with burnout 3 and Burnout Legends felt like coming home on a lower framerate but I still like it a lot.
Later I've played Dominator and it felt like awesome DLC for burnout 3.

So I think you can't go wrong with any of those.
