Threads don't appear on the top of the others when someone posts in it in the USN...
Why is that? I think that's a stupid idea. Or is there a meaning for this?

Are you talking about how replies to a USN thread don't bump the thread? Pretty sure it's like that so then the newest news stories are at the top.

The present method actually took some mods to do. You can always just click at the top section above last poster to reorder it that way if you want.

This is true, however it doesn't stick after you leave so you have to keep doing it every time you visit the USN. Not necessarily a major inconvenience, but can get annoying sometimes.

Not being some form based nonsense and instead encoded in the URL should not be hard to bookmark it. Every browser worth a damn has a share between machines/instances option as well.
