Feedback Porting Game from one System to another

So with the Android Games being Ported to the Vita, and other Games having the Source Released, I am curious about 1 Game. For the Vita and the 3DS, there was Urban Trial Freestyle. However, UTF2 was only Released for the 3DS, when it could have worked great on the Vita. I was curious about what would be involved in Porting it from the 3DS to the Vita?

You need the source code to port something, and I doubt UTF2 is open source.

3ds aspects are probably going to be one of the harder ones outside of code leaks/releases or something similar for an engine.
