Dev mode for Xbox One is usually £12 or $15 on the official Microsoft site. Do not buy dev mode for cheap from outside of Microsoft as they are scams. Scammers would probably sell you a stolen Microsoft account with the details to get access to it, which is highly illegal.

Sorry. The enter button keeps being weird, it shouldn't send. By setting your VPN to turkey, you can enter a Turkish address and MS will only bill you $2.
