Emulation Is there a reason Dolphin for iOS 16 can't be released on the App Store?

I read that Dolphin for iOS needs JIT and JIT has been disabled for iOS 17 (by Apple).

But there's older iOS devices. Can Dolphin be released for those and simply run badly on iOS 17?
