I tried installing several different NSP files for NSO N64, but no matter what, when I go check the games on the switch, Mario 64, OoT, majora‘s mask, etc. all show up in Russian language and I am unable to change it. I made sure I downloaded the north American version. Am I missing something?

I believe you're downloading a NSO NSP made with CaVE Database Manager. These all seem to be in Russian because it's done by russian pirate sites. If in doubt, look inside your SD card (Atmosphere/Contents) and delete the folder "0100C9A00ECE6000", if it's there.
