Apply ENG translation pack to game

Hello, I really wanted to play this game Night of the Sacrifice (Japan) [T-En by Brand Newman v1.02 in English of course , I have the files i think i need but how do i patch the .iso with the English patch files as there are many? I am using HB wii and want to use the Wii fit board with the game.

It looks like there's a 1.03, and the package has a readme that tells you how to implement it.

is there a ISO or WBFS rom for this game? or do i have to buy retail game ?

I see ebay has some retail discs but another question, I am using a physcial wii red version NTSC - I have HB installed on it , cIOS along with all apps needed to play games emualtion etc that means in system manager i was able to change the region setting does this matter ?
