Hardware Banned ps3 and reactpsn ??

Hi I have a banned ps3 with cfw and have installed a couple of pkg but can't seem to activate using reactpsn. Do I have to be able to go online first as some sites are saying if not can anyone explain how to get them working offline. The console was formated before I got it so I don't have the act.DAT and was banned when I got it. Failing that is there a way of getting online for free long enough to sign in and create the act.DAT without paying for private idps

Before your PS3 got banned, have you ever installed anything from PSN (I.e. DLC, Demos, movies, etc)
Also have you activated your PS3 with PSN?

The ReActPSN Tutorial is still valid

The above two are requirements for ReActPSN.

Otherwise, you're kinda screwed. There's no completely offline method for it.
This guide only needed you to go online once and never again.
