I know there are topics on this before and people always respond by saying the person with the problem has to install a CIOS with base 57 on slot 249 (paraphrasing.) Well where would I find the CIOS wad to install there? Sorry I'm a total noob with this stuff and since I can already play other backups why not add Black Ops to my library? Anyways thanks in advance please get back to me on this, sorry for being an üb3r n00b.

That's r19, I know r20 and 21 are out but they have some control problems.
Start the installer, select IOS249 to use, install slot IOS249, select base IOS57 and use network installation, that's it.

I just Spent around 3 hours messing around trying to get this to work, all I had to do was select base IOS57!?!?!?!? So Close Yet so far.

I agree it's not easy for the average American, let alone the ones below that average. Free / cheaper healthcare is much more important I think than free university education.+1
Of course like @mthrnite said, why not both. But I doubt both will get solved at once, and surely healthcare is top priority. -

it's the whole country, big corporations and advertising that is to blame for leading most of the population to believe that poptarts and froot loops are healthy to feed a child -
