Homebrew app Can you guys please convert this .mp3 file to a bctsm?

Hello, as you can see by the title I need help converting the linked file to a .bctsm for my custom theme for Anemone. The reason why I can't is because I only have a laptop running ChromeOs, and I've tried every possible way to convert the file. Thank you.

Converted and custom looped. Only <1 minute of the song is looped, it wouldn't be possible to fit the entire song in the 3.3 MB limit of 3DS themes without ruining the audio quality.
