Is there a cable to write a .nds file from a computer onto a ds game cartridge, instead of taking it from the cartridge

A dummy card is not a real card. All it does is go in the slot. Its a dust cover. There is NO WAY to write to a commercial cart. Just get a really effin cheap Flash Cart and do it that way. What you are trying to do is not possible. It can't be done. There's no way for it to work. It can't happen.
Anyone else have any other ways of saying "It can't be done?"

As others said, it's just a dust cover with contacts to make the DS Sleep function work in conjunction with Slot-2 solutions.
