IOS0 is not official and is generated by a few apps, like wad manager 1.7, MMM, dop-mii (older versions, not sure about newest version).
If ATD will not work, you can also use showmiiwads to change a normal IOS so that the slot is 0 (i.e. change IOS9 to IOS0). Install the modified IOS to slot 0, then use wad manager to uninstall the IOS.
For what it's worth, if you run one of those apps, you'll get a new IOS0, so it probably isn't worth trying to delete because you'll get it again anyway.

The programs that use IOS 0 do not install it with a ticket as it isn't installed like a normal title. So trying to modify a wad and uninstall it will fail with most programs when they try to delete the ticket. The delete used in Wii Mod in the title manager deletes it in the filesystem so it doesn't care that it didn't have a ticket. In fact that is what the error 106 was that you saw, it tried to delete the ticket but didn't find one but deleted the rest anyway. Ah so it didn't work? hmm If you can manage to dump it I wouldn't mind looking at it. After reading this post I tested it and it worked for me, I actually had to go find a program to run that would install it. I thought it would work for you as well. Did you try reloading the program?
