No.I think N64 emulation might be possible, the DS has very similar graphics to the N64, there were also N64 games ported to it, (Super Mario 64, Rayman 2) for the framerate I wouldn't think it would be 60 FPS but probably around 29-30 FPS. For the PS1 emulation, probably not since it's games are huge in file size (DS games are usually 10-23 MB) but 2D PS1 games or small games would be possible though.
