There's no need for one. The game can be fixed with a cheat code.

i downloaded the cheat.dat ... what i should do now ( i triad the save pas code and still dont working) R4

If you're getting the "Save data could not be read - switch off DS and reinsert card" message, that's due to an ARM7 incompatibility and not specific to GTA. This is quite common when using newer games on the R4 card.
