there should be an localisation patch for jp platinum cause an english copy in canada goes for $75-$80 making a japanese copy more affordable before shipping. and yes i could just pirate a us rom and use an r4 but i just want to avoid that for now and look towards other legal options

Applying a patch to a physical cartridge is not worth the effort. I know you want to keep things legal but a flashcard, modified DSi or 3DS, or emulation are your best bets. That or an English European copy which are usually cheaper.
